After having dealt with the Evaluation of Bids (Civil Works) of MHPA, some doubts and queries usually struck me with a handful of hesitation as to how to go about. Although there were someone whom I can consult but thought why not I attend the refresher course that will help me to boost my career and that will pave my road ahead.
The nomination for the refresher course on e-tool and the briefing of Procurement Rules and Regulations - 2019 (PRR - 2019) was sought by the Construction Development Board, whereby, two focal persons from each agency were asked to register with CDB latest by 15th October 2019 along with the nomination letter. Put up the Note Sheet to Chief and forwarded it to Sr. PO for further needful action. The P & A Division has put it to JMDs' office and luckily JMD has moved it, seeking a nomination from C & P Divison. The same has been put up to D(F) for financial concurrence but unfortunately, it was sent back with the remarks that we need to close the project and the training will not be entertained.
Requested Sr. PO to issue a nomination letter without TA/DA. Denied my request with a notion, if they issue, it will become official. The deadline for the registration was due and I did my registration online with the Note Sheet (that was forwarded to DF). Luckily it got it accounted by CDB and was declared my participation on 21-22nd October 2019 at CST.
It was on 19th October when I informed my EIC that my registration for e-tool got registred even though the Note was not approved by D(F) and I am attending it on 21-22. Fortunately, my EIC was on that day at PHPA to discuss some issues with D(F). I foresee, he might have insisted D(F) to concur it and he did concurred the Note.
So, here I am with the Report (Training Report) submitted to the higher authority on this day (28.10.2019).

Domestic Preference:

given to the bid offering goods of Bhutanese origin shall not exceed five

The HOPA shall review and approve annual
procurement plans and any revisions thereof in order to ensure it supports the
objectives and operations of the procuring agency.

The HOPA shall review and approve bidding
documents to ensure that it has been prepared and issued in accordance with
this procurement rules and regulations.

The HOPA shall ensure wherever necessary
that an appropriate opening committee has been constituted chaired by one
member of the Tender Committee.

estimate and contract amount in the form of cash warrant in addition to 10%
