Pay Revision Vs MHPA Commissioning
Ever since the pay revision topic was put in the public domain, the commissioning of MHPA has become the limelight to discuss. In parliament, in the public debate of BBS, in social media, the commissioning of MHPA has been put into a crucial phase. It all came out when the government of the day (DNT) announced the pay revision of public servants and when asked where is the fund, the government has an answer "MHPA is commissioning". Even the annual income after exporting the electricity was made known to the nation making it very difficult to miss the agreed deadline.

All eyes of the nation are watching over the commissioning of MHPA which is due on 16th of June 2019. The government of the day, on the other hand, has no Plan-B; What if it fails to generate the revenue as anticipated? A total of 4.5b Ngultrums annually was estimated to incur for the raise.
Doctors and Teachers are the most benefited lot from the pay revision which makes these two sectors (Health & Education), the highest paid civil servants. With an increase in perks, the quality of education is expected to improve and the delivery of health services are likely to revamp. But the question is, will it help to retain the best/experienced Teachers and Doctors? Is it only the Money that matters? Will it motivate them and sincerely dedicate in their services? I don't know. Time will speak.
The public will expect better students and better healthcare services. The teachers and health staff are deemed to put up their services and show the productivity expected to be delivered by the government. I think, with the trust put on them by the government, it is their duty to live up to the expectation.
All in all, MHPA doesn't belong to the civil servants. MHPA is a property of the nation. All should benefit from it. Sadly, looking at the discussions and the decisions made in the parliament, it sounds to me like it is made to raise the Salary of the civil servants.
