Is it justifiable to chase away the dogs right after the guarding of your crops/cattle is done?
Is it  OK to send away the servants after completing the assignment?
Is it practicable that you are no more wanted when the wants of your boss are achieved?
Is it sensible to give notice right after the work where you have dedicated your life in giving your best?
Does it not bother them after you have sweat your life out and then you are not needed anymore?

Many questions are being asked within my mind when the management wants the notices to be issued for discontinuing the service in MHPA. The staff has given their best to complete it maintaining the quality and has put in the best of their capabilities to get the job done. Many have started their career here in MHPA and when it is the peak of their career, how can the management kick him/her after extracting the nectar. Someone should really give in the best of their thoughts before implementing.
I agree with the retrenchment of manpower after the project like MHPA, a time-bound project is completed. Then, are you ready to hand over the package to the government (DGPC)? Is DGPC ready to take the project and willing to accept the project before completing the DLP? I am not sure how things are moving in the higher authority, but the news we hear and the things we see on the ground, they are not ready to take the project at the earliest. So why are we hurry???
Today, MHPA is a widely known project in the Asian region as the model project which was completed within stipulated time and within the allocated budget. The inauguration of the 720 MW project will be jointly done by the Indian Prime Minister and Bhutan Prime Minister on 17th August 2019. 

This project has gone through three phases of democratic governments. The project was started by the first government (DPT) as an IG model with an agreement of 70% loan and 30% grant in the year 2011 by forming the management comprising MD, JMD, DT & DF. The groundwork of awarding the contract and forming the team was done. The implementation of the project was done by the second government (PDP). Most of the major components are completed in the tenure of PDP. The government was too optimistic to commission the project within its tenure. The monthly progress was monitored by the PMO and the pressure of commissioning soon was put in by the chairman. If the credit is to be given, I say the PDP government should get all the praise and thank the government for pushing that far. The fruits and fame are reaped by the third/present government (DNT). It got lucky for this government to commission the project during the first year of their five years tenure. Salaries of the civil servants have been raised with the generated revenue from MHEP from July-2019. 


When much has been done to complete the project, I hope the government has some other plan for these seasoned lot of people. They should be either transfer to other ongoing projects or they should be given another project. People are on the ears to hear the news of Sunkosh project to start with Indian Prime Minister visiting Bhutan on 17-18th August. They are all wanting to hear the good news of signing an agreement to kick start the project. But the source says, the modalities, the financing and the export of energy will be discussed during the visit not necessarily starting the project. 



I hope that the management and the government have a better plan to take these experienced people of MHPA and not waste an opportunity to harness out of them. Given an opportunity, all will perform the same that they did for MHEP and I truly believe that this team deserves an honorary recognition.
